The import of foodstuffs, products of animal origin, and raw materials into the Republic of Armenia is considered one of the most strictly regulated logistical sectors. Unlike standard goods, customs clearance alone is not enough in this case. To ensure cargo safety and compliance with local and EAEU regulations, the Food Safety Inspection Body (SAFD) must participate in the process.
If you plan to engage in the import of food or goods of animal origin, it is essential to know the stages of border control and the list of required documents in advance.
Mandatory Accompanying Documents
Before the cargo arrives at the border, the importer must obtain the following documents issued by the competent authorities of the exporting country:
- Veterinary Certificate. Mandatory for all products of animal origin (meat, dairy, fish, honey, etc.). It certifies that the product is free from infectious diseases.
- Phytosanitary Certificate. Required for the import of fresh products of plant origin (fruits, vegetables, grains).
- Safety and Quality Certificates. Documents issued by the manufacturer, including laboratory test results.
Stages of Border Control by SAFD
At the customs checkpoint, the cargo undergoes three main inspections:
- Documentary Check. Inspectors carefully cross-check the data on certificates, invoices, and transport documents (CMR, Bill of Lading).
- Identification and Visual Inspection. The integrity of the vehicle's seals, the sanitary condition of the cargo compartment, and compliance with the temperature regime (especially for frozen or perishable foods) are verified.
- Sampling and Laboratory Examination. Depending on the risk level or the specific type of product, inspectors may sample the cargo to check its microbiological or chemical compliance with established standards. Customs clearance and final release of the cargo are permitted only after a positive laboratory report.
Mandatory Labeling Requirement
One of the most common problems when importing food is the lack of labeling in the Armenian language. According to legislation, the consumer packaging must contain an insert or sticker with a translation into Armenian, indicating:
- Product name and composition
- Manufacturing company and importer's data
- Production date and expiration date
- Storage conditions
The sale of foodstuffs without proper labeling within the territory of Armenia is strictly prohibited.
How to Avoid Cargo Delays or Destruction at the Border
Food logistics does not forgive mistakes. Even a minor documentary discrepancy or an expired certificate can lead to the return of the cargo or, worse, its confiscation and destruction. To minimize risks, it is highly recommended to entrust the preliminary examination of documents and clearance to professionals.
